Kosova ka nevojë për stabilitet institucional, vizion shtetëror dhe një orientim të qartë pro-SHBA dhe pro-Perëndimor.

Duke e parë situatën politike dhe institucionale në të cilën ndodhet Republika e Kosovës, dua t’i bashkëngjitëm publikisht propozimit të Gjeneralit dhe ish-Kryeministrit të Republikës së Kosovës, z. Ramush Haradinaj, që, nëse krijohen të gjitha kushtet ligjore dhe politike, z. Hashim Thaçi të merret në konsideratë për detyrën e Presidentit të Republikës së Kosovës dhe, nëse kjo do të ishte e mundur kushtetutshmërisht, të vazhdojë mandatin aty ku e ka ndërprerë.

Ky qëndrim imi është i kushtëzuar qartë: nëse Gjykata Speciale në Hagë shpall vendim lirues për z. Hashim Thaçi dhe bashkëluftëtarët e tij, dhe nëse pas lirimit nuk vendoset ndonjë masë ligjore që ia kufizon ushtrimin e veprimtarisë politike apo shtetërore.

Dua ta them hapur: z. Ramush Haradinaj, sipas vlerësimit tim, ka pasur dhe vazhdon të ketë shumë prej predispozitave për ta ushtruar me dinjitet këtë detyrë. Por, duke e parë se aktualisht nuk po e merr përkrahjen politike që do ta bënte realiste një kandidaturë të tillë, unë po e bëj publikisht të qartë mbështetjen time për idenë që, në rrethanat e përmendura, Hashim Thaçi të jetë një nga figurat kryesore që duhet të merret në konsideratë për Presidencën e Kosovës.

Pse?

Sepse z. Thaçi është një personalitet me përvojë të gjatë politike, me njohje të thellë të proceseve shtetërore dhe diplomatike dhe me një rrjet të rëndësishëm marrëdhëniesh ndërkombëtare.

Ai ka krijuar gjatë viteve kontakte dhe raporte me personalitete me ndikim në politikë dhe vendimmarrje në Shtetet e Bashkuara, në Evropë dhe në institucione ndërkombëtare.

Për mua kjo ka edhe një dimension personal.
Në vitin 2009, gjatë kohës kur z. Hashim Thaçi ishte Kryeministër i Kosovës, ai më dërgoi si përfaqësues të Kosovës për të zhvilluar një takim me Presidentin e SHBA-së, z. Bill Clinton, dhe për ta ftuar atë në inaugurimin e shtatores së tij në Prishtinë.

E theksoj edhe një herë për transparencë: unë deri më sot nuk kam qenë pjesë e asnjë partie politike apo grupacioni politik. Qëndrimet e mia burojnë nga bindja ime për interesin shtetëror të Kosovës dhe nga orientimi im i palëkundur pro-SHBA, pro-NATO dhe pro-Perëndimit.

Natyrisht, nuk mund të mohohen as gabimet dhe dobësitë që mund të jenë evidentuar gjatë periudhave kur z. Thaçi ka ushtruar detyrat e Kryeministrit apo Presidentit. Asnjë politikan nuk është mbi kritikën dhe asnjë periudhë e qeverisjes nuk duhet të gjykohet pa objektivitet.

Por unë besoj se historia duhet të vlerësohet në tërësi dhe se kontributet në ndërtimin dhe afirmimin ndërkombëtar të shtetit të Kosovës duhet të merren seriozisht në konsideratë.

Nëse Gjykata Speciale në Hagë vendos lirimin e z. Thaçi dhe të tjerëve, ashtu siç dëshiroj unë dhe shumë qytetarë të Kosovës, dhe nëse pas lirimit atij i lejohet ligjërisht rikthimi në jetën politike e shtetërore, atëherë duhet të respektohet e drejta e tij demokratike për t’u angazhuar në politikë dhe për t’i shërbyer vendit.

Në këtë kontekst, dua të përmend edhe qëndrimet publike të Presidentit të SHBA-së, Donald J. Trump, dhe Sekretarit amerikan të Shtetit, Marco Rubio, lidhur me nevojën për drejtësi, funksionalitet institucional dhe qasje të fortë amerikane ndaj proceseve që lidhen me Kosovën dhe rajonin. Nuk do ta paraqes këtë si “meritë vetëm e tyre” për një vendim që i takon gjykatës, por besoj se zëri dhe qëndrimi i Shteteve të Bashkuara kanë peshë të jashtëzakonshme politike dhe diplomatike për Kosovën.

Kosova nuk duhet ta humbë busullën e saj strategjike.

Në këto rrethana, Kosovës i duhet një udhëheqje që ta rikthejë funksionalitetin institucional, ta forcojë shtetin dhe ta përshpejtojë procesin e zhvillimit.

Na duhet:
-më shumë shtet dhe më pak konflikt politik;
-më shumë partneritet strategjik me Shtetet e Bashkuara;
-më shumë integrim evropian;
-më shumë investime në FSK dhe sigurinë kombëtare;
-forcim të Policisë së Kosovës dhe AKI-së;
-mbështetje shumë më të madhe për zjarrfikësit dhe shërbimet emergjente;
-investime serioze në arsim dhe në gjeneratat e reja;
-reformim dhe forcim të sistemit shëndetësor;
-zhvillim ekonomik dhe tërheqje të investimeve të huaja;
-diplomaci shumë më aktive, të guximshme dhe profesionale.

Unë e quaj këtë “Turbo-Diplomaci”: një diplomaci që nuk pret, por vepron; që nuk ankohet, por ndërton aleanca; që nuk largohet nga Perëndimi, por afrohet edhe më fuqishëm me Washingtonin, NATO-n dhe Bashkimin Evropian.

Kosova është një shtet i vogël në hartën e botës, por nuk duhet të mendojë si shtet i vogël.

Historia jonë moderne na ka mësuar një të vërtetë të madhe:

Kur Kosova ka qenë e bashkuar me aleatët e saj perëndimorë, veçanërisht me Shtetet e Bashkuara, ajo ka qenë më e sigurt, më e respektuar dhe më e fuqishme.

Prandaj, nëse një ditë z. Hashim Thaçi kthehet në Kosovë i liruar dhe pa kufizime ligjore për aktivitet politik, le të jetë Kushtetuta, ligji dhe vullneti demokratik i qytetarëve ata që do ta përcaktojnë të ardhmen e tij politike.

Unë nuk kërkoj kthim prapa.

Kërkoj të ecim përpara me Amerikën, me NATO-n, me Evropën dhe me Perëndimin.

Kosovë–SHBA–NATO–BE: kjo është busulla ime strategjike.

Sepse shteti ndërtohet me institucione, mbrohet me aleanca dhe zhvillohet me vizion.

Zoti e bekoftë Republikën e Kosovës!
Zoti i bekoftë Shtetet e Bashkuara të Amerikës!
Zoti i bekoftë aleatët tanë perëndimorë!

A PUBLIC POSITION FOR A STRONGER, WESTERN-ORIENTED KOSOVO

Kosovo needs institutional stability, state leadership, and an unmistakably pro-American and pro-Western strategic orientation.

In light of the political and institutional circumstances facing the Republic of Kosovo, I publicly support the proposal made by General and former Prime Minister of the Republic of Kosovo, Mr. Ramush Haradinaj, that, if all legal and political conditions are fulfilled, Mr. Hashim Thaçi should be considered for the position of President of the Republic of Kosovo and, if constitutionally possible, continue the mandate from where it was interrupted.

My position is clearly conditional: if the Specialist Chambers in The Hague acquit Mr. Hashim Thaçi and his co-defendants, and if, following his release, no legal measure prevents him from exercising political or state activities.
I want to state this openly: in my assessment, Mr. Ramush Haradinaj has many of the qualities and qualifications required to serve as President. However, given the current political reality and the lack of the necessary support for his candidacy, I am publicly expressing my support for the idea that, under the circumstances described above, Hashim Thaçi should be seriously considered as one of the principal candidates for the Presidency of Kosovo.

Why?

Because Mr. Thaçi is a political figure with extensive experience, a deep understanding of state and diplomatic processes, and a significant network of international relations.

Over the years, he has established relationships with influential political and decision-making figures in the United States, Europe and international institutions.

For me, this also has a personal dimension.
In 2009, when Mr. Hashim Thaçi was Prime Minister of Kosovo, he sent me as a representative of Kosovo to meet with U.S. President Bill Clinton and to invite him to the inauguration of his statue in Prishtina.

For the sake of transparency, I emphasize that I have never been a member of any political party or political faction. My positions come from my belief in Kosovo’s national interests and from my unwavering pro-American, pro-NATO and pro-Western orientation.

Of course, the shortcomings and mistakes that may have occurred during Mr. Thaçi’s terms as Prime Minister or President must also be acknowledged. No politician is above criticism, and no period of governance should be judged without objectivity.

But I believe history must be assessed as a whole, and contributions to the establishment and international affirmation of the Republic of Kosovo must be taken seriously into consideration.

If the Specialist Chambers in The Hague acquit Mr. Thaçi and the others, as I and many citizens of Kosovo sincerely hope, and if he is legally permitted to return to political and public life, then his democratic right to engage in politics and serve his country must be respected.

In this context, I also recognize the publicly expressed positions of U.S. President Donald J. Trump and Secretary of State Marco Rubio concerning justice, institutional functionality and the importance of a strong American approach toward Kosovo and the wider region. I would not describe any future judicial decision as being “solely their achievement,” because such a decision belongs to the court, but I firmly believe that the voice and position of the United States carry enormous political and diplomatic weight for Kosovo.

Kosovo must not lose its strategic compass.
Our country needs leadership capable of restoring institutional functionality, strengthening the state and accelerating development.

We need:
-more state-building and less political confrontation;
-a stronger strategic partnership with the United States;
-deeper European integration;
-greater investment in the Kosovo Security Force and national security;
-stronger Kosovo Police and intelligence capabilities;
-much greater support for firefighters and emergency services;
-serious investment in education and our young generation;
-a stronger and more effective healthcare system;
-economic development and greater foreign investment;
-a much more active, courageous and professional foreign policy.

I call this “Turbo-Diplomacy”: diplomacy that does not wait, but acts; diplomacy that does not complain, but builds alliances; diplomacy that does not drift away from the West, but moves even closer to Washington, NATO and the European Union.

Kosovo may be a small country on the world map, but it must never think like a small country.

Our modern history has taught us one fundamental truth:
When Kosovo has stood united with its Western allies, especially the United States, it has been safer, more respected and stronger.

Therefore, if one day Mr. Hashim Thaçi returns to Kosovo acquitted and without legal restrictions on political activity, let the Constitution, the law and the democratic will of the citizens determine his political future.

I am not calling for a return to the past.

I am calling for Kosovo to move forward with America, with NATO, with Europe and with the West.

Kosovo–USA–NATO–EU: this is my strategic compass.

Because a state is built through institutions, protected through alliances, and strengthened through vision.
