A nuk mjaftoi Srebrenica për të mësuar se mosveprimi sjell tragjedi?

I drejtohem aleatëve tanë:
Çfarë duhet të ndërmarrë NATO sot dhe në të ardhmen për të parandaluar çdo tentativë serbe për destabilizim në veri të Kosovës?
Kosova është pro-perëndimore dhe meriton siguri të plotë nga aleanca që e beson.

Deklarata e gjeneralit Wesley Clark rikthen në vëmendje një realitet të dhimbshëm: përpjekjet e organizuara të forcave paraushtarake serbe për të spastruar veriun e Kosovës nën hundën e KFOR-it dhe NATO-s.

Jam i vetëdijshëm se Franca është aleate e vjetër e Serbisë, dhe nuk e kontestoj të drejtën e çdo shteti për të pasur interesat e veta strategjike. Por lind pyetja e pashmangshme: si është e mundur që forcat paraushtarake serbe të veprojnë lirshëm para syve të aleatëve tanë perëndimorë?

A nuk ishte mësim i dhimbshëm Srebrenica për gjithë botën demokratike? A nuk mjaftoi tragjedia e një populli të braktisur për të kuptuar se mosveprimi sjell pasoja të pariparueshme?

NATO ka qenë dhe mbetet garancia jonë kryesore e sigurisë. Prandaj, sot shtroj publikisht pyetjen:
Çfarë duhet të ndërmarrë NATO tani dhe në të ardhmen për të parandaluar çdo tentativë të re për destabilizim në veri të Kosovës, nëse brenda Aleancës arrihet konsensus i plotë?
Është momenti që partnerët tanë ta analizojnë me seriozitet të plotë rrezikun e aktiviteteve paraushtarake serbe dhe qasjen destabilizuese të Beogradit.

Parandalimi është forca më e madhe e diplomacisë dhe sigurisë kolektive.
Kosova është vend pro-perëndimor. Populli ynë ka derdhur gjak për liri dhe për orientimin euroatlantik. Ne kërkojmë vetëm atë që na takon: siguri, respekt dhe mbrojtje nga aleanca që e kemi besuar me zemër të hapur.

How can Serbian paramilitary forces operate under the watch of KFOR and NATO?
Was Srebrenica not enough of a lesson about the cost of inaction?

To our allies, I ask:
What must NATO do today and in the future to prevent any Serbian attempt to destabilize northern Kosovo?
Kosovo is pro-Western and deserves full security from the alliance it trusts.

General Wesley Clark’s testimony reminds us of a painful truth: organized Serbian paramilitary attempts to cleanse Kosovo’s north occurred right under the eyes of KFOR and NATO.

I fully understand that France has long-standing ties with Serbia, and every country has its strategic interests. But an unavoidable question arises: How could Serbian paramilitary groups operate so freely in front of Western forces?
Was Srebrenica not enough of a lesson for the democratic world? Was the suffering of an abandoned people not sufficient to show that inaction leads to irreversible consequences?

NATO has been – and remains – our primary security guarantee. Therefore, today I publicly ask:
What must NATO undertake now and in the future to prevent any renewed Serbian attempts to destabilize northern Kosovo, should full consensus be reached within the Alliance?

It is time for our partners to seriously assess the threat posed by Serbian paramilitary activity and Belgrade’s destabilizing agenda. Prevention is the strongest tool of diplomacy and collective security.

Kosovo is a proudly pro-Western nation. Our people sacrificed for freedom and for the Euro-Atlantic path. We ask only what is rightfully ours: security, respect, and protection from the alliance we trust with an open heart.
